Chinese Communist Party-linked millionaire Neville Roy Singham is a major donor
WASHINGTON, D.C. – The Center to Advance Security in America (CASA) today filed a complaint with the IRS asking for a review of the tax-exempt status of People’s Forum Inc. for its involvement in violent and potentially illegal activity and prohibited political lobbying, perhaps in violation of the Foreign Agents Registration Act (FARA). The People’s Forum has a history of supporting anti-American authoritarian regimes in China, Iran, Cuba, Venezuela, and Gaza.
“People’s Forum Inc. is the tax-exempt fiscal sponsor of many progressive and radical organizations, including the Venceremos Brigade, which engage in demonstrations often crossing the threshold from protected speech into illegal activity including many which have resulted in arrests, violence against police officers, and interference in federal immigration enforcement,” said CASA Director James Fitzpatrick.
“We believe the many potentially illegal activities that People’s Forum have engaged in are grounds for a potential revocation of their tax-exempt charitable status. An immediate and full IRS investigation is appropriate to make this determination.”
The complaint details a pattern of conduct that raises serious questions about whether People’s Forum continues to qualify for tax-exempt status under Section 501(c)(3).
Neville Roy Singham funding and Chinese Communist Party ties
The People’s Forum has received millions of dollars from centimillionaire businessman Neville Roy Singham, whose global funding network has been linked to organizations that promote Chinese Communist Party interests and messaging. He is married to Jodie Evans, co-founder of Code Pink, an organization also linked to the CCP that CASA has filed an IRS complaint against. Congressional investigators and multiple media reports have raised concerns about the role of Singham-funded groups in advancing foreign influence campaigns within the United States.
National protest coordination
The People’s Forum has also emerged as a central force behind many of the disruptive protest movements that have dominated headlines in recent years. From pro-Hamas and anti-ICE actions to pro-Maduro and pro-Iran demonstrations and other nationwide campaigns, it has helped organize, coordinate, and amplify protests that have frequently resulted in arrests, clashes with law enforcement, and major disruptions to public life.
Pro-Hamas
Less than 24 hours after the October 7 Hamas terrorist attacks on Israel, the People’s Forum was part of a Palestinian rally in Times Square. The group played a prominent role in organizing and supporting the “Shut It Down for Palestine” movement, which has shut down highways, bridges, train stations, and other critical infrastructure. The organization was also linked to activists involved in the occupation of Hamilton Hall in April 2024 at Columbia University, an incident that resulted in numerous arrests and may have violated several laws including trespassing, destruction of private property and false imprisonment.
Anti-ICE
The People’s Forum partnered with activist organizations to recruit and train thousands of “rapid response” activists to oppose and interfere with federal immigration enforcement operations. Within 24 hours of her death, it had already printed signs and organized a protest demanding “Justice for Renee Good.” It also helped facilitate the nationwide “National Shutdown” anti-ICE protest campaign, using its personnel, resources, and organizational infrastructure to support coordinated actions across the country.
Venceremos Brigade
The complaint further highlights the People’s Forum’s role as sponsor of the Venceremos Brigade, whose primary activity consists of organizing trips to Cuba for Americans to demonstrate solidarity with the communist country and opposition to the United States government’s Cuba policy. Members of the People’s Forum and the Venceremos Brigade participated in the 2026 Nuestra America Convoy to Cuba, an effort that has drawn scrutiny from federal authorities investigating potential violations of U.S. law and sanctions.
Taken together, these activities have already prompted multiple members of Congress to call for investigations into whether the People’s Forum has acted on behalf of foreign interests, including those of Communist China, without complying with federal disclosure requirements under FARA.
These concerns raise serious questions about whether the organization is operating as a charitable nonprofit or as a political and ideological advocacy organization advancing domestic and foreign policy objectives.
